Is that the best use of taxpayer money? Alternatives to Incarceration (ATI), involving programs like drug treatment and intensive counseling, are both cheaper and more effective at stopping the cycle of crime. Putting ATI in the Governor’s Executive Budget would provide a sustained, stable funding stream to maximize the impact of these cost-effective programs.
